Front Rotor's, you need to get brand new Front Rotor's, they should be about $50.

Is it just the steering wheel and brake pedal? or is it the whole car?

If the whole car is shaking as well, get brand new rear rotor's at the same time.

When you fit the new pads, gently bed the pad's in, never stomp on the brakes with brand new pads, otherwise you will warp those brand new rotor's, hence what is happening to your EL right now.

Id say the front rotors are warped and possibly the rears too if you can feel it through the pedal. Depending on how long it'll take to get the new brake setup from Mickyyy you could always get the rotors machined as long as they are still within specs (i.e minimum 22mm thickness) and a new set of pads, just a thought :)

If the steering is jumping about too, check the front end, bushes, b/joints, rack ends and tie rod ends.
Those EF/EL rotors can warp from over tightening the wheel nuts too.
