my mum has a 97 El fiarmont and when we have the exact same problem. when braking we get this shudder in sound and the steering wheels shakes around. we were just guessing its the front disc plates.

do what people have been saying, but also pull the pads out shamfer them, clean clean them up, and get a heavy sand paper and go over the discs really hard score them up good. then go bed them in a bit then get give them some hard brake action, this can fix the problem if it is to do with the brakes and not some other fault like wheel shimmy or bearing ect.
