Just went and asked the local ford dudes. They wouldn't let me order one without a GT VIN the bastards.

Yeah the parts guy was looking it up for me and the manager walked past and overheard me say GT and then stepped in and said that we couldn't order it.

It just means you can step up to larger wheels (19's) without having to get it engineered

The theory goes that you are not allowed to increase the diameter or width beyond a predetermined amount for the vehicle type. This sticker will make it easier to prove to the inspector the wheels comply as your current sticker probably say's 15's or 16's 5.5j.
