Just wondering if anyone has any ideas why the steering is so damn heavy in my partners series II EB GLi?
It's that heavy that my XD wagon back before we fitted the power steering to it was MUCH lighter then the EB, and my old XF without PS before that was lighter too! The EB has 215/60R15 tyres all around and has been lowered to about low height, so it's not particularly low and those tyres shouldn't be the cause, they're not under inflated either. check p/s fluid, jack the front end up and have someone turn the wheel lock to lock while you inspect for damaged component/s. DON'T get under the car without using safety stands (just a friendly reminder ) something could be bent/broken/binding

the pump may have had it, it may have the wrong fluid in it or there's a major leak.

For it to be heavier than a manual steer XF says to me it needs attention, but i haven't driven a manual steer XF, and skinny highly inflated tyres plus the low ratio of a manual box can actually be alright in some cars.
However, i find both of my EB's to be relatively heavy. 'Firm', is what a journo would say, i imagine. My XG on the other hand is on the light side. Bad wheel alignment can make a significant difference to steering weight.

ball joints raise the front up and spray some wd40 around and it should help but not fix the problem

Thats a new one to me, but it would only apply if the boots were stuffed.
