Spray some WD40 or similar down them first then,
If they go right through, use a punch and tap them out from the back. If they don't go all the way through or you can't get to the back then clamp a pair of vice grips to the head and tap the vice grips to get them out.

If replacing the pads do not remove pins, you have to unbolt the caliper and screw the piston back in as it unwinds for the hand brake as the pads wear.

yeah mate, i'm not relpacing pads, the hand brake section of the caliper is seized, i have got calipers from the wreckers and i need to put them on the original bracket...

The pins rust in there so apply a generouse amount of WD40 and let it penetrate for a while, make sure the clips are off then use a punch to remove the pins. It may be easier if you take off the caliper to do this and fit it in a vise.

any ideas about unseizing the handbrake section of the calipers? or should i just work it back and forward with some big pliers?

work it and keep addin wd40 or some kind of lube, inox is very good, better then wd40 if u can get ur hands on it

The piston is hard to wind in, the problem is that you cant apply any WD40 as the boot seals it. It takes a bit but use a pair of multi grips, there is a tool for it (2 pins locate in the holes like on an angle grinder) what may have happened is that new pads were fitted without the piston being wound back in, now its at its end and really tight.
