Can be if you dont do it properly. Can lift, flake, peel, crack all the way round, bubble.
Most places will just rough up the bonnet and bulge, slap some 'glass on and smooth it out. Depending on how good a job they do, it might last a few years - or a few months.

A proper way to do it is to bolt it down as well as glassing it. I was told that this way will last easy 5+ years, heck he showed me a car he'd done almost 15 years ago this way with a scoop, and its still good.
If you cant glass well I'd recommend getting it done by a pro - I paid $150 to get mine fitted - bolted down, glassed, and bogd. Also covers the washer jet holes now.

Use countersunk bolts. Then bog over them.
You use fibreglass as the adhesive.
Have you googled 'how to fit bonnet scoops' or similar?

I wouldnt be using pop rivets. I had a fiberglass scoop on a car once just bolted down and on hot days you could stand there and watch it flex ever so slightly. Little tip with the fiberglass: as you are doing it you can get a heat gun and give the it a blast itll dry straight away. As said you will have to move your washer jets as well. Most improtant thing is to get it sitting absolutely flush on the bonnet first up even if it takes you a day if its not sitting flush itll just be rubbish.
