The header tank should sit at 'min' when cold to allow for this expansion The "MAX" line on the header tank is for a cold refill, Ford would have marked it otherwise like the tranny dipstick or pwr str dipstick which have hot/cold levels. I can only tell you from my experience with my EA, EL and BA that they all expel excess water out of the cap, new or old if filled to the 'Max' line when cold. I fill them to just over the 'min' line and and when hot it rises up to the 'max' line.
