Probably due to the head not being skimed and not seating properly. Do you have and bubbles in your header tank. Get a CO check done on your cooling system and see what the results are. This will tell you if your head gasket is not seating. Head needs to come off to do the stem seals so realy doesn't matter does it.

Stem seals can be done without removing the head by compressed air to hold the valves up. Get that done first and see where you are with the water, as SWC suggests a water test will confirm if there is a leak between combustion and coolant.
