Sand paper? f**k that just attack it with a power drill and steel wire brush to remove the chunks of rust, then use a sand flapper wheel thing or similar to sand it down to bare metal. Chuck some of that rust convertor on it and then paint it with some anti-rust paint primer. Hopefully that will slow it down.

Holy f**k I've never seen an ef that bad, has she been in a substantial accident in the past I'm thinking that's been damaged and repaired that area, or been parked in the ocean for a week, seriously though I'd be very tempted to look for a donor with say a blown motor stuffed gearbox, for a 100 or 2 and transfer everything over, if it was just the one chunk I'd be more inclined to give it a go, but the way the whole area seems to be bleeding that rust like that, s**t mate.
I'll admit I haven't worried to much about the rust in my xc, but theres a few reason there, one being mines nearly rustfree in xc terms, but I'd be very weary about the history of your car in general. eek.

cover most bits and blast it,after see how much is left solid, cut and repair it.you can get the repair bits from the scrap or wrecker places, plenum was holding leaves or rubbish, remove the plastic covers and look behind it,beware of fire when welding
