In my experience a dyno is best used as a comparitive device rather than an absolute device. Unless they are regularly calibrated, meticulously serviced and the operator knows exactly what they are doing, the numbers they produce can very wildly from reality. An old trick was to have an "optimistic" dyno, then clients would brag about how much power company xxx got out of their engine, so more people went there than the the more accurate dyno down the road....
But an engine that makes 150 before modifications, and 200 afterwards, gained 30%. This is where a typical shop dyno can be useful. Some of the best rear wheel estimates can be made from dragstrip times, vehicle weight and trap speed.

Throttlebody upgrades wouldn't really be of much gain until other work is done (full exhaust, heads, cam, tune etc) I would piss the E7 heads off staright away, they are very restrictive. Replace them with GT40 or GT40P's (which to be honest still arn't that great) or you can get a set of AFR's or Trickflows or any of the top end aftermarket models. Depends on what you want to spend
