What is the thin blue covering behind the door card for and also the block of foam? Is it to stop noise and vibration? If so would it be better to replace with a sound proofer like dynamat?

thats exactly what its for, Ford used foam as it could be consistently molded. Dynamat would be more expensive for them to use, when your building to a budget, everything counts,

You can 100% use dynamat,
