On all but the early EAs they tell the computer how hard you are pushing the pedal and so decides when to change gear, and I assume that it also affects fuel delivery. The IPS is a solenoid that opens when the butterfly in the throttle body is completely closed, and in opening it allows air to go past it into the engine, otherwise it would stall or at least idle terribly because the butterfly is blocking off the air.
