1995 Fairmont Sedan.
My 5y.o. daughter unreeled the centre seat belt all the way, and now it won't retract. It's "fully out", so to speak. (This will cause the car to fail it's next Inspection here in New Zealand). Anyone know some trick or technique to get them to re-spool? And if not, what's the procedure to get in there and access it? Is it rear seat out? How to remove the rear parcel tray trim panel? etc etc. Thanks

How to remove the rear parcel tray trim panel? etc etc. Thanks You have to remove the base of the rear bench seat and then undo the anchor point of the seat belt. The parcel shelf carpet should just lift off once you remove the speakers, the baby seat anchoring hole covers and rear parcel shelf light stop light. From there you can get access to the seat belt reeling mechanism. You can push the seat belt (anchor end) through the carpet hump to make it easier.

thanks Phongus, I had the same problem and was hoping I wouldn't need to purchase a new seat belt. Much obliged
