On the EFs the light will flash a code (groups of flashes separated by longer pauses); this helps diagnose the source. Not sure if EBs had the same. On EFs the cause is often a failed clock spring behind the airbag, connecting it to the car's electrics through the centre of the steering wheel.

If its been sitting for a while it could be corrosion in one or some of the connections or maybe the ABS system's internal seals have degraded, or one of the many pistons involved in the brakes has seized maybe?
Do the brakes still work normally?

Stupid me! I read it as the airbag light. D'oh! Just ignore me.
