Hey is there anyway to plug a laptop into a 96 el to check fault codes and to play around with it eg adjust base idle and stuff like that and where to buy the gear and software?

You can adjust the base idle manually, just disconnect isc and unscrew the adjustment screw a little to raise base idle...
