I would be pretty wary of cheap e-bay turbos. You want to make sure it's a GENUINE brand name, they can spin over 100,000 RPM - lots of tight tolerances. $450 is too cheap.
Also I don't think there is such a thing as "Wet floating ball bearings" LoL. It either has floating bush bearings or ball bearings. Dodgy. I would say your best bet is the snort performance guy. He had a new turbo/manifold/oil lines package for $3000. But you still need piping, exhaust, intercooler, and $2000 worth of fuel and aftermarked ECU upgrades. Even seccond hand your not going to get a turbo setup for less than $5000 and prob more according to the people on here. Read the info on this forum and learn from other peoples mistakes/ sucesses.

With turbos, keep to your brand names (turbonetics, garret ect...) otherwise you will pay the price of buying a propper, better turbo 200k's down the track generaly a To4 size turbo would suit for a good amount of power but something more like a T66 or something would suit better for a smoother progressive power. Better suited for more power but will cost a bit more. Most setups will cost you $5+ for a simple, 350-400fwhp setup, but have a search tho the forums about it coz there are heaps of "how to's". Your best bet is to tell us how much money you wanna spend and how much power you want

Yeah your taking a punt with no name turbos. If you cant get much in WA, call a few sydney places and they will ship on to you, but with so much interest in drift cars in WA i cant see why you wouldnt be able to buy heaps of turbo gear over there

Or get a company to order it in intercoolers you can get cheep custom made ect
