if you have too larger intercooler could it generate lag? for eg sr20 running 10 - 14 psi with a 600x300 intercooler

yea, the bigger the intercooler, the greater the volume of air the turbo has to pressurise before the boost has an effect

Yes its not so much i/c size , more the size of pipeing to i/c shorter is heaps better with wide radius bends...

my mate has a 89 lancer hatch and it has the same cooler, he is running a jap import 1600 twin cam with a garret gt28 on 16psi.
