Its called a permanent lights on feature. It is usually done on many fleet /Ex cars for daytime safety.
Mostly seen on Telstra cars.

You cant easily. They are hard wired on. You need to get under the dash near the fuse box area and find and disconnect the spliced wires joined together making them stay on.

I answered this question the other day for a guy with a territory and it worked.
Not sure about FG if its the same. Go to the link and see if yours is the same.(probably) and then your problem should be solved.
