I have cold water dipping on my left foot when driving ( air con on) is this bad?

Better than hot water!
Sounds like some condensation from your evaporator is leaking through the aircon box. Maybe get a torch and find the source.

Airbox drain is probably blocked.

By putting a screwdriver or something similar down it - make sure it's blunt, so you don't damage the evaporator.
