Hi guys, how do I make the picture on the ICC sync correctly with the ICC?

Do we need a custom circuit for the Sync on Green function or short pin 13 and pin 14?

There is a board I bought on ebay for 25 bucks. It was for using an arcade cga screen with a modern vga signal. It was easier to use that then to mess around with software solutions. I think this was the one.{DESCRIPTION}
