The timing is controlled 100% by the ECU on an EF - no way to change it.

What timing problem do you have?

Timing on an EF shouldnt/cant be out unless the crank angle sensor is stuffed.

Are you putting the ECU into diagnostic mode to check it?

Where is the mark sitting when you check it? From memory it should be about 1.5cm left of the mark on the timing cover.

Its most likely your ISC though. If it doesnt work the eay the ECU wants it to, the ECU tries to use timing changes to control the idle speed.

Might be worth reading this - http://www.fordmods.com/forums/documents.php?doc=52

To check the timing, put the ECU into self test mode, wait for the rpm to steady after the ecu does its thing, then check the timing. Cant say ive done it on an EF before though.

You cant really trust the timing mark on Ef/EL's either - the balancers are prone to slipping the outer rings. It doesnt sound to me like your problem is timing related. If you do the tests on that page the engine will report any problems it picks up which might give you a good idea about what to do next.
