It seems its easier & cheaper to get it engineered anywhere other than Vic (you could probably include a couple of 3rd world countries there).....

COrrect.
NSW and QLD are easier to get a car legal then Vic, i think SA and WA are pretty similar to vic though.

If your really serious about best bet is to get the list of engineers of vicroads website and start asking them questions. From what others said you are looking at a minimum 2.5k all up to get it done.
I was also looking on the vicroads website and it said approval certificates only last for 30 days? http://www.vicroads.vic.gov.au/vrne/vrn ... CC9AE?open

wat its saying is when u get the engineers certificate you have to take it to vic roads and get the car registered within 30 days...
