I am wondering if the plastic pieces that hold the xr headlights in the brackets can be obtained, mine has a few missing and the headlights can be moved putting them out of alignment.

Basically NO. Ford don't service any of the components in the XR headlights except for the lights them selves, so to get the brackets or any clips/screws you would have to either buy the whole headlight or find a wrecked one and hope that the bits you need are in it.
