NSW is $30 ordering fee + annual fee of $400. Can I go to another state and order custom plates or do I have to live in the state? My next door neighbour registered his in Queensland. I'd ask him but he doesnt speak much English.

If you have relatives in another state i guess you can ... but for you to have another state's plates on you need to prove that you do not live in "said" state for more than 3 months at a time. Make sure your licence is the same as the registered address from the other state ... otherwise cops get a little sus about it.
