current i have the grey spec vinyl and plastic for my utes interior (see attachment)

i have bought myself a 'satin black' vinyl/plastic spray can.
i know i have to prime the plastic before the spray, but no primer goes on the vinyl.

my question being:
for the (vinyl) dash, is it easier to remove it, or put newspaper (+ tape) over the windscreen and other parts of the ute?

i have painted a few dashes ect that i have had and NEVER used primer. as you said they dont make a primer.

be sure to clean it properly first.

remove it from the car so you can reach ALL areas of the dash.
