The odomoter on my EB is kerput. Must be a broken cog. I suspect though that the speedo isn't accurate either. Feels like I'm going 80 when the speedo registers 100. Could there be a link between the two?
Would a replacement dash cluster fix both problems? (Obviously the first one, but what about the second...)

Have you changed the ratio of your diff? This would make a lot of difference to your speedo.

has this been happening as long as you have had the car? or just starter?
the speedo and odo are run off different cogs in a way. so when the odo goes it should have ne effect on your speedo at all. being gear driven i would also imagine if the problem was with a cog it would just stop working completly. as kwaussiekid suggests i would either check Diff ratio or gearbox to see if they have been changed.

No change to the diff. Have put different tyres on though - but are same profile

Get your inst. cluster repaired. Costs about $70 to $100 for the repair as well as testing calibration of the other guages too. A VDO repair shop should be able to do it.
