No, I have had a K&N panel filter for the last 50,000 km and my intake is not oily and my throttle body was reasonably clean last time I checked it (the same as my brothers car that had a paper filter).

no but the oil does tend to get onto the maf wires so they need cleaning with electrical contact cleaner from d**k etc
