hi has any herd of a blue based red paint? cause i want to paint my car red well monza red and i have been told its orange base

i think you may be thinking of a candy paint effect.
this is where a blue base would be sprayed on, then a translucent coat of red would be sprayed on, so the blue still shows through, but the top layer looks red. |

I was told that a blue base under red makes the red darker as compared to a grey under coat due to red being transperant

yes the color of the undercoat will change the color of the finished topcoat, eg, dark undercoat will darken the topcoat..

its a different effect, so yes, you will get a blended color effect.
