How many amps would a fuel pump draw?

well, if your fairly certain that 15 amps is sufficient, chuck in a 10 amp fuse and hopefully it stays unblown. Nothing to lose except a 50c fuse.

I'll stick with a 15amp fuse for now, as if for some reason it does draw more than 10 amps and the fuse blows it would mean that the engine runs lean.

would running lean for say 1 second before the car stalls cause any damage? Always not best to run a fuse equal to to the wire current rating. Other factors affect its rating detrimentally such as temperature, cable surroundings for heat dissapation etc.

Car probably won't stall, would continue to run lean as the in tank fuel pump would still be providing some fuel...
