not the actual pull off plate, its the one that is bolted on, me and my step dad tried to get it off but it wouldnt budge, we need to get behind the fuses to the headlight wires. any ideas?

on the passengers side? in front of the airbox? if so iirc theres like 2 screws, or maybe a screw and a socket holding it in. remove the airbox and you can move it, but i dont know why you want to move that to get to the headlight wiring, its pretty much out of the way of that.

meh we tried taking out every screw we could find ended up taking the whole dash off but no luck

Theres 3 screws behind the black fuse panel, I have no idea why you'd need to source power from there tho?
Anyways if you do actually remove the screws for the block.. good luck moving it, the looms keeps it in place pretty darn well, if you need it out... you'd be better off removing the dash. Headlight wiring can be located from the headlight switch also... much easier to remove the cluster to gain access.
