Just wondering with the cable released from the fork....how much movement should be there??(In the fork) Mine seems awfully wobbly? Is this the norm?

went to my mechanic, he reckons there should be a fair bit of play in the fork when cable is released from it, then regain tention when cable put back on and adjusted...hmmmm I still dunno.
