any one know where it is on the car, i thought it was on the rack?

I dont think that any NF has it. As far as I know, it was only fitted to the NL/DL along with the EL Ghia. The only exception to this is the NL FBT which has it there, but it is unplugged from factory, to retain a "sporty" steering feel.
