The single biggest problem with caps is the ESR (Equivalent Series Resistance) which if it is too high negates the benefits as it makes them too slow, the whole RC thing comes into it, this is especially true of cheap caps and these massive (up to 15f) caps.
These are a bandaid and can't beat a good electrical system.
