I've been doing a bit of reading on building Ford small blocks and in one of them they were talking about the difference between the 351W and 351C. They went on to say that the Windsor and Cleveland names only went with the 351s, as the 302s were actually built in the Cleveland plant. Can anyone confirm this? If this is the case, then why are we calling them Windsors? Because of the design?

Wikipedia says:
The Windsor engine is a 90-degree small-block V8 from Ford Motor Company. It was introduced in 1962, replacing the old Ford Y-block engine. Though not all of the engines in this family were produced at the Windsor, Ontario engine plant (all Ford small blocks came from Cleveland, Ohio until 1966), the name stuck.

In the early 70s, Ford US were producing two different 351s (the Windsor plant couldn't keep up with demand so they destroked the 400M back to 351M; M is a tall-deck Cleveland and another story altogether) and needed to distinguish between them somehow. 351s produced in Windsor were then called Windsors.
The 302W was never officially called a Windsor in the US, they call it the 90 degree V8 or the Small Block, or the 5L. The nickname came about because it is the smaller (and older) brother to the 351W, sharing the same basic design but with a shorter deck height. Yep, many 302Ws were produced in Cleveland (even the later EFI 5Ls).
