Thinking about changing the front bumper to an xr... Will it go straight on or will I need to break out my sledgie? Got a quote to get the beast lowered and new 2.5" cat back fitted $1700.

{DESCRIPTION} explains how to do the XR front conversion. You'll need to replace the lot... bar, lights, indicators, bonnet (EF Gli will fit if you don't mind not having the vents) as NONE of the Fairmont stuff will fit.
But be warned, the parts required for this front end are getting ridiculously expensive. I would LOVE to put an EL XR nose on the wagon, but the replacement prices for the lights and indicators alone put me right off it. (But being an E series owner, I am a notorious Jew when it comes to opening my wallet :) )
It looks like a very straight forward job to do the conversion, But I advise you research the cost very carefully and factor in the likelihood of needing to replace broken indicators etc.

Hmm I was thinking more like keeping fairmont lights, grille and top of bumper and plastic weld xr bottom half on for moar ventilation/custom look. Gonna buy a spare engine in the new year and slowly build it up (hopefully turboed) 8-D . Only thinkin xr bumper has bigger holes in it? Can run a bigger trans cooler off to one side then.

XR lower bar is the same as the EF GLi / Futura in regards to sizes of the holes in them. You'd be better off cutting up one of those instead of an XR bar (plus they are a hell of a lot less expensive) if that's the path you want to go down. But for greater ventilation I personally would be looking at an aftermarket bar.
