you need to take the steering shroud off, when you turn the ignition key, you will see a hole open up, you have to poke a thin rod in the hole to remove the lock from the barrel. Tis a rough description, but i changed my locks this way about 12 months ago

they are shear-off bolts...u gotta drill them out...theyre designed for the heads to snap off at a certain torque,,this is for security purposes... |

you dont have to drill out the shear bolts all you need is a chisel and a hammer.
use the chisel to undo the bolts |

Or if you are patient you can get a hacksaw blade in there and slowly cut a slot in the heads to allow a flathead screwdriver in there. Worked on my XD.

lol. i have removed almost 10 of these now. and i can say the best way is a chisel as stated above, then once its a lil loose you can use your fingers

well apparently they have an unusual thread...and i think the bolt heads wont allow the shroud to fit properly over the column....u can get the proper bolts from Ford for a few dollars each....
